Zoe Patchell, legislative correspondent for the Delaware chapter of NORML, a marijuana advocacy organization, says her group supports the bill but wishes it did more.
“Decriminalization is a step in the right direction. But we really need a tax and regulate system here in Delaware,” she said. “We need a well-regulated medical cannabis system, as well as a well-regulated and taxed recreational system. Both those needs exist.”
A March poll from the Marijuana Policy Project revealed that two-thirds of Delawareans support the decriminalization of marijuana.
Its sponsor Rep. Helene Keeley, D-Wilmington South, said “I have no illusions that we are definitely going to pass this next month” Sen. Bryan Townsend, a Newark Democrat and co-sponsor of the legislation, called the measure the “first step” in the direction of full legalization and regulation of marijuana sales. “So many people’s entry into the criminal justice system involves possession or use of very small amounts of marijuana,” Townsend said.
Eighteen states have eliminated jail time for first-time possession of small amounts of marijuana, according to the Marijuana Policy Project.
